On August 30, the Government of Saskatchewan unveiled two new Provincial Nominee Program (PNP) pathways under the Saskatchewan Immigrant Nominee Program (SINP) specifically for newcomers in the health care and agriculture sectors. In response, Jeremy Harrison, Saskatchewan’s Minister of Immigration and Career Training, noted that these pathways are designed to better align the immigration program with current demands.
“Given the widespread labour shortages,” he stated, “establishing new provincial immigration pathways and enhancing our credential recognition process will support Saskatchewan employers in securing the workforce essential for business growth.”
Additionally, the Agriculture Talent pathway aims to address job needs in Saskatchewan’s vital agriculture sector, where exports exceeded $3.2 billion in 2023. Meanwhile, the Health Talent Pathway will consolidate all health care recruitment through the SINP, thereby supporting the province’s Health Human Resources action plan.

WHO CAN APPLY?
Agriculture Talent Pathway
To qualify for the Agriculture Talent Stream, candidates must:
- Score at least Canadian Language Benchmark (CLB) 4 (higher scores may be required by some employers).
- Have completed secondary or higher education.
- Have one year of full-time work experience in their field within the last three years, or six months (780 hours) with the employer offering the Job Approval Letter.
- Intend to work and live in Saskatchewan.
- Have a valid offer for a full-time, permanent agricultural job in Saskatchewan.
Obtain a valid SINP Job Approval Letter from their employer, who must be registered with SINP.
Health Talent Stream
Eligibility for this pathway depends on whether you’re in the federal Express Entry pool:
Common Requirements:
- Eligible for Saskatchewan licensing (if applicable).
- Relevant post-secondary education (Master’s, Bachelor’s or a Diploma with at least two years of study).
- Intend to work and live in Saskatchewan.
For Non-Express Entry Candidates:
- English/French language score of CLB 5 or higher (employers may require more).
- If in Saskatchewan: Six months (780 hours) of full-time work with the employer providing the Job Approval Letter, or one year of relevant work experience within the last five years.
For Express Entry Candidates:
- Valid Express Entry Profile Number and Job Seeker Code.
- Language score of CLB 7 or higher.
- One year of high-skilled work experience in the past five years in the eligible occupation.
WHAT YOU NEED TO KNOW ABOUT SNIP
In 2023, Saskatchewan welcomed 7,350 newcomers through the SINP. Looking ahead, the province expects nearly 20,000 newcomers by 2025. It received an allocation of 8,000 nominations for 2024, with plans to increase this to 8,500.
Saskatchewan is gaining popularity due to its lower cost of living, low provincial tax rate, and Graduate Retention Program. This program refunds up to $20,000 in tuition fees for eligible graduates who live and work in the province.
